Biker/Walker issues have been a hot button issue have been on the rise in Pasadena culminating in a ban on the famous peloton in the summer of 2007.
If this issue is important to you, please come out to the City Council meeting on Monday, February 22nd to express your views on safety issues at the Rose Bowl.
The meeting is in Council Chamber located on the second floor in the southeast corner of City Hall (100 N. Garfield Ave). Council meetings start at 6:30 PM. The agenda will be posted here so you can read the agenda report and staff recommendations prior to the meeting. Additionally get an idea when the agenda items will come before Council.
If you think you might want to speak make sure to fill out a speaker card at the beginning of the meeting (you can always decline to speak later)!

I remember the input they gathered. I suspect most of the peds and bikers favored the one way (car) traffic option. The article implies the city cannot afford the traffic study. While the walkers/skaters/joggers/strollers certainly need more room, I don't see how they can shrink the auto lanes without forcing us into the traffic. If that is the case, we might as well ride right in the middle of the lane, as we are legally entitled to when safety dictates.

What does this mean?
In short:
The current 8' counter-clockwise pedestrian walkway with 4' buffer will be widened to a 13' bi-directional pedestrian zone with a painted 1' stripe with raised barrier. The proposed barrier shown to Council are 30" plastic tube with reflective top (not sure the spacing).
All streets will be re-surfaced.
The Washington Blvd and Park Dr. intersection (north west corner will be re-engineered to remove the raised median.
The intersection of Rose Bowl Dr and Rosemont (by club house) will be re-engineered.
The intersection of Seco and Arroyo Dr (near river) will be re-engineered.
Parking lot K will get either a gate or raised curb.
Parking around the club house will be reduced, U Turns will no longer be allowed, and no parking during peak periods.
Councilman Haderlein (District 7) objected stating that the plan does too little for recreational users given the cost and does not meet the vision of the South Arroyo Seco Master Plan - which calls for a larger pedestrian area and designated bike lane as well as bi-directional traffic, but required around 52' of roadway where only around 40' exists.
As I understood it the plan will come back before Council 6 or so months after completion to review the effectiveness of the changes and review the possibility of reducing traffic to one way. Additionally I understand that at some point the necessary studies to review making traffic one way will be added as an unfunded capital improvement project and reviewed for funding during the next fiscal budget cycle.

Thanks for the update. We had a CORBA board meeting tonight, and I'll be at the LA County Bike Plan public hearing tomorrow night.
Since I ride round the rose bowl on my way to most of the San Gabes rides (or I did pre-fire), and I'll often lap it on my rare local road rides, the improvements do sound like actual improvements. Perhaps it's not as far as they could have gone, so I'm glad they're leaving open the possibility for one-way motor traffic in the future.
Re-surfacing will be nice!
Have budgets been allocated and a time frame given?

I am a bit uncertain as to the next steps for the study to investigate the impact of a one way solution. As one point the decision looked like it was going to be 1) approve the changes to the pedestrian area, etc, 2) add the investigation as an unfunded capital improvement project (CIP), and 3) evaluate the investigation CIP in the budget cycle, which will allow them to look at all the CIPs together. Council Madison mentioned there are something like $28 million worth of other unfunded CIPs in the Rose Bowl area already.
The City Manager proposed the plan be reevaluated 6 or so months after completion to determine if the investigation is still needed.
I will find out more tonight at the Pasadena Bicycle Master Plan public meeting, which is at 6:30 in Council Chambers (@ City Hall).

I am thinking of coming to the meeting tonight. Lot to like in the plan.
One concern I have has to do with completing a planned but not shown bike path to the Gabrielino Trail from the west and adding a path on the east side of Hahamongna that would connect to the existing paved road (vice having to ride through the residential area). These areas are probably not on the agenda for tonight, they are a part of the Hahamongna Master Plan.
In the Arroyo, which is part of the plan area, I would like to see a multi-use trail from the Devil's Gate dam to Washington and another segment from the casting pond lot along the channel to the L.A. City Arroyo Bike Path. There are already trails there but I suspect this was considered and rejected as it would mix bikes and horses.
On the other side of town, the ACT should connect with the planned Eaton Wash path. Unfortunately, the Eaton Canyon Park prohibits bikes. Also, there is a problem with the gate at Pinecrest sometimes trapping people inside. Bikers are then supposed to walk their bikes out at Roosevelt or Eaton Canyon. The city controls the dirt road up to the park boundary, which is about at Roosevelt, and at least one map I have seen shows a bike path there, but no mention in the master plan that I noticed. So should I give up an evening to make one comment?

All valid point and questions. Some have answer, but I don't have time to answer them right now. Trying to eat quickly before getting to the meeting. If you have time please come. I will try and ask the questions I don't have answer to (i.e. the Hahamunga issue specifically) if you don't make it.

I just returned from the meeting tonight. I asked about the recently approved bike path in the Hahamunga area. This trail is part of the master plan. A key point to this is that it was not part of the approved master plan for the open space but the plan was amended to add the trail. This is important because the plan does not include a bike path down the rest of the Arroyo because there other other Arroyo master plans that supersede the bicycle master plan. To add a bike path the full length would have to be added to both of these plans. This would be a lot of work but it can be done.
I mentioned in the meeting that it would be nice to see the master plan mention that future trails added in the city be multi-use to allow bikes. Future trails would include new trails in open space areas.
